How often is it safe to keep changing keywords and meta data without getting penalized or banned by Google?
I want to keep changing keywords, title, meta description, and even small changes to body text to keep competing with higher competitors. Is it OK to change them once a week? Is even once a day OK?

you can change your meta data as much as you want. Google will only crawl through your website every so often (about once a week, maybe more depending on hits). meta data tags have a low priority on how Google indexes things. They concentrate more on whats in your header information usually <h1> and <h2>.
Meta tags use to have higher value but people were abusing and using non relative terms, just to get more hits and draw attention to their site.
So change you meta data all you want, but don’t add your URL with Google more than once a month, that would be spamming.
You can add your URL here with Google, but don’t add it more than once a month, it does help move your site up.
